California plans to have 7 million climate-ready homes by 2035, but for many buildings, decarbonizing will require a full electrical service upgrade, or at least a panel upgrade. Reaching the state’s targets on building decarbonization will be extremely difficult unless energy utilities can make electrical service upgrades easy, affordable, and rare.
