In 2023, SPUR, in partnership with ULI San Francisco, released a report outlining six policy imperatives for realizing office-to-housing conversions and addressing regulatory and financial constraints. Our report and subsequent advocacy in partnership with the development community and other stakeholders have led city and state leaders to adopt our core recommendations. Learn about these brand new policies at the local and state level that will make it easier to convert office buildings into housing -- including planning and building code changes, CEQA streamlining, and economic incentives -- and find out what's coming next. Attendees are encouraged to provide their ideas on how urban planners, architects, investors, and community organizations can identify opportunities for adaptive reuse and actively participate in downtown's comeback.
