The Bay Area Air Quality Management District is advancing a Zero NOx rule that would phase out new gas-fired water heaters and furnaces in favor of electric heat pump heating and cooling appliances. The rule is framed around climate goals, but its most immediate impact is on indoor air quality and public health inside Bay Area homes.

Research from the UCLA Fielding School of Public Health links gas appliances to indoor NOx exposure linked to an estimated 354 premature deaths and roughly 900 new pediatric asthma cases from bronchitis annually across California, with associated health costs estimated at $3.5 billion and total NOx emissions from gas appliances estimated at 16,000 tons per year. Children, older adults, and people with asthma or existing respiratory conditions face the greatest risk, and the burden falls hardest on lower-income households and communities that already carry a disproportionate pollution load.
