California’s Proposition 13 — the landmark “taxpayer revolt” that curbed property taxes and restricted their ability to be increased — has undergone extensive analysis and research from housing and planning experts since its passage in 1978. But never has an in-depth examination of its impacts on Bay Area residents in specific neighborhoods been undertaken until the new report, Burdens and Benefits. A collaboration between SPUR and the Tax Fairness Project, the brief compares how Proposition 13 has unequally impacted homeowners between Oakland’s Grant Lake and East Oakland neighborhoods. Join us as we explore the findings to learn how the law benefits the few at the expense of the many.
